新乡高新区鼓励外商投资的若干意见（试行）

为贯彻《中华人民共和国外商投资法》，进一步扩大对外开放，推动形成高新区全方位高水平开放新格局，打造内陆地区对外开放新高地，实现利用外资新突破，现提出鼓励外商投资的若干意见如下:

第一条  到位资本奖励。积极争取省级相关资金，对于境外投资项目，经省商务厅、财政厅审核通过后，引进项目实际到位并形成实收资本1000万美元(或等值人民币)，奖励100万元人民币，每增加100 万美元(或等值人民币)，奖励资金增加 10 万元人民币。

第二条  区域总部奖励。对新设立的境外企业地区总部和功能性机构，经省商务厅、财政厅审核通过后，给予不超过 1000 万元人民币的奖励。

第三条  企业增资奖励。积极争取省级相关资金，对现存外商投资企业每增加实收资本投资100万美元奖励10万元人民币，奖励资金最高不超过1000万元人民币。

第四条  效益贡献奖励。新入驻高新区投资建设的境外生产性企业，自获利之日起第1-2年，按照企业实际缴纳企业所得税留区部分的100%予以奖励；第3-5年，按照企业实际缴纳企业所得税留区部分的50%予以奖励。

第五条  固定资产投资奖励。对于符合高新区主导产业的境外企业投资项目，征地类项目原则上按项目实际发生固定资产投资额度的1%-5%给予扶持；非征地类项目原则上按项目入区后五年内对区贡献度和带动支撑作用给予扶持。

the Issuance of Several Opinions on Encouraging Foreign Investment

(Trial Implementation)

To implement the Foreign Investment Law of the People's Republic of China, further expand opening up to the outside world, promote the formation of a new comprehensive and high-level open pattern in the high-tech zone, create a new highland for opening up in the inland region, and achieve new breakthroughs in utilizing foreign investment, we hereby propose the following opinions on further promoting foreign investment:

Ⅰ. Introduce capital rewards.

Actively strive for provincial funds. For overseas project that after being approved by the provincial Department of Commerce and the Department of Finance, which actually received capital of 10 million US dollars (or equivalent RMB), rewards 1 million RMB yuan. For each increase of USD 1 million (or equivalent RMB), the reward funds will increase by RMB 100,000. 

Ⅱ. Regional headquarters rewards.

For the newly established regional headquarters and functional institutions of overseas and non-provincial enterprises shall be awarded no more than 10 million yuan after examination and approval by the provincial Department of Commerce.

Ⅲ. Enterprise capital increase rewards.

Actively strive for provincial funds. Existing foreign-invested enterprises will be rewarded with RMB 100,000 for each additional paid-in capital investment of USD 1 million, and the maximum incentive fund will not exceed RMB 10 million.

Ⅳ. Benefits contribution rewards. 

Productive enterprises that newly settle and invest in the high-tech zone will 

receive a reward of 100% of the actual retained portion of the corporate 

income tax paid for the first two years from the date of profitability, and a 

reward of 50% of the actual retained portion of the corporate income tax 

paid for the third to fifth years.

Ⅴ. Fixed asset investment rewards. 

For investment projects of enterprises that meet the leading industries in the high-tech zone, land acquisition projects are generally supported with a percentage of 1-5% of the actual investment in fixed assets incurred by the project. Non-land acquisition projects are generally supported based on their contributions to and 

supportive roles in the district within the first five years after entering the zone.
